Phase RM — What This Means

Phase RM runs continuously. The baseline is now formally approved. Future ADM cycles (Wave 2+ or any Phase H re-entry) begin by updating this baseline. Any new requirement — from a change trigger, a community need, or a new work package — enters the RM process first.
