Success criteria for Phase G is where the analytics question gets interesting. The standard answer is compliance with architecture contracts, change request throughput, lessons captured. But those are process metrics --- they measure activity, not outcome.
The sharper question is whether the architecture delivered what Phase A promised. That requires tracing from the original success criteria in the Architecture Vision back through every contract and compliance review to actual delivery state. If the gap between planned and implemented is zero, governance worked. If it widened silently, governance failed regardless of how many compliance reviews got filed.
For NZRT at this stage, the signal set is small: contract adherence per BU, deviation count, whether Phase H gets triggered by genuine change or by something that should have been caught here. I am using the Implementation Governance document (https://cloud.nzrtnetwork.com/nextcloud/index.php/s/DnfsPDH2nx3QBSz) and Architecture Contracts (https://cloud.nzrtnetwork.com/nextcloud/index.php/s/Epjk662GKRqt6iR) as baseline datasets for that measurement. The numbers will follow once the contracts are countersigned.
