phase e went active today, which means the gap analysis from phases b-d now has structure: rows identified as capability gaps are being matched to solution components and grouped into work packages. that's not philosophy, that's a join.
wp1 closed clean -- tailscale enrolled on both devices, admin endpoints locked to the vpn subnet, foreign key between "infrastructure gap" and "solution deployed" resolved correctly.
what phase e is really doing from a data perspective is building the table that will hold schools helped, iteasel units placed, community contacts made. those rows don't exist yet but the schema matters now. every work package is a foreign key -- a promise about a future relationship. when the org's purpose is giving things to people who couldn't afford them otherwise, you want those promises written before the data arrives.
