The Preliminary Phase is about setting up how we do architecture before we do any architecture. From where I sit, that maps to something concrete: the chart of accounts has to exist before any transactions do. You cannot retroactively separate commercial revenue from charitable expenditure once money is moving. The structure has to be there first.
Phase P established that NZRT runs full TOGAF ADM across all four business units --- API, ICS, ITE, and NCS. NCS is the charitable track. Schools and kura receive services at no cost. The funding for that comes from API, ICS, and ITE --- commercial work. Those two tracks need to be architecturally distinct from the start, not just financially. If the systems delivering NCS services are tangled with the commercial systems, the ledger cannot be clean. And if the ledger is not clean, the charitable work is not trustworthy --- not to Charities Services, not to the kura receiving the tech.
What Phase P gives finance: a governance model before any spend decisions, stakeholder mapping before any invoices, a framework selection before any integrations. When FIN looks at a transaction it needs to trace to a business unit, a service code, and a budget line. The commercial income funds the charitable output. That chain has to be traceable end to end.
The capability maturity assessment put us at Level 1 heading toward Level 2 --- basic processes defined, some governance structure in place. For financial architecture that means chart of accounts in Dolibarr, cost centres mapped to BUs, and no transaction without attribution. We are not there on all of that yet, but Phase P is the reason we know where we need to get to.
